FBM Planning worked with Canada Lands Company (CLC) through a comprehensive design and community engagement process for the Oxford Street Properties, a 4.6 acre site at the corner of Bayers Road and Oxford Street that formerly housed the RCMP Headquarters. FBM provided market analysis, planning review and feasibility analysis to support the project. FBM also worked with CLC to produce Urban Design Principles, a set of Development Concept Options and the Preferred Development Concept.

Throughout the process, FBM proposed an engagement strategy and led events to gain insight from a broad range of community members and involve the neighbourhood. Events included stakeholder meetings, open houses, a workshop, a pop-up, surveys and online engagement. FBM produced 3D-printed models and design drawings to support the dialogue. The consultation highlighted several community priorities. These included a desire for shared open spaces, a range of housing types, and scale transition to complement the existing neighbourhood. Accessibility, affordability, and sustainability were also highlighted.

The Preferred Development Concept evolved in response to these design considerations. The master plan comprises a variety of buildings around a shared courtyard that is envisioned as a mixing place for several user groups. A variety of housing types are proposed for this transit-oriented location, including townhouses, terrace housing, affordable housing, and high-rise living. Commercial opportunities are provided with retail spaces on Bayers Road, while flexibility is also provided for office, institutional, and live-work to be included.
